lllucius f8a4adf713 Add volume support for WASAPI.

Note:  Not all devices (like my RME Babyface) allow you to control
the volume via WASAPI.  So, even though volume adjustments appear
to work visually (sliders move in volume control panel), they may
not actually change.

This is where some sort of README should be...but this is all there is for now.

As of October 1st, 2006, Portaudio v2.0 (or v1.9) doesn't have the required support
to use this version of Portmixer.  To add the support, apply the portaudio.patch
found in this directory.
