* Added an 'ENCODER_PRESETS' table to the database.
	* Incremented the database verssion to 343.
	* Added an 'Encoder Profiles' dialog to rdadmin(1).
	* Removed static content dependencies from the WebGet service.
	* Refactored the WebGet service to use Encoder Profiles.
